Oops I guess you're right, the normal fog attribute can probably be used too.
Don't worry about multi-pass rendering. That's only an issue if you were trying to emulate a second TexelFx chip. (Like on a Voodoo2) I don't see why GL Quake will *not* run through the wrapper. On a Voodoo Graphics with one TexelFx chip it just uses a second pass.
